Elpidio Quirino: A Leader of Resilience and Vision Elpidio Quirino, the sixth President of the Philippines, was born on November 16, 1890, in Vigan, Ilocos Sur, to Mariano Quirino and Gregoria Rivera. His early life was marked by hardship and determination, with his family facing financial constraints.
